Section 00 11 13 ANNOUNCEMENT FOR BIDS Sealed bids for the Carlton Pump Station Reconstruction Project, bid number WLSSD 1447, will be received at the Western Lake Superior Sanitary District (WLSSD) office, 2626 Courtland Street, Duluth, MN 55806-1894 until TENDERS CLOSE at 1:00 p.m. local time on June 14, 2022, after which tenders will be opened and read publicly. No bids will be received after the BID CLOSING time. Description of work: The project involves the construction of a new pump station on the existing site of the Carlton Pump Station in Carlton, Minnesota. Project includes demolition of existing facilities including wet/dry pit, installation of new valve vault, wet well, 24 inch diameter sanitary sewer, maintenance holes, pre-engineered buildings , a make-up reservoir, temporary sewage haulage, erosion control, pavement removal and restoration as indicated in the contract documents. Each proposal should be placed in a sealed envelope appropriately marked “Carlton Pumping Station Reconstruction” and should be addressed to Ariel Wolf, Buyer, Western Lake Superior Sanitary District, 2626 Courtland Street, Duluth, MN 55806. A MANDATORY PRE-BID CONFERENCE for this project will be held on May 24, 2022 at 1:00 p.m. local time at the Western Lake Superior Sanitary District, 2626 Courtland Street, Duluth, Minnesota, 55806-1894. Representatives of the owner and the engineer will be present to discuss the project. A site visit will be conducted as part of the mandatory pre-bid conference. During the mandatory pre-bid conference, potential bidders will have the opportunity to ask questions relating to the bidding or construction of the work under this contract. If the Engineer deems it appropriate, questions that cannot be dealt with by direct reference to the tender documents will be the subject of an amendment sent to all plan holders. FAILURE TO ATTEND BY A BIDDER THE PRE-BID CONFERENCE MEETING WILL CAUSE ANY BID SUBMITTED BY SUCH BIDDER TO BE DEEMED NON-RESPONDING AND WILL RESULT IN THE RETURN OF SUCH UNOPEN BID. All bids must be accompanied by a certified check, cashier’s check or bidder’s bond payable to Western Lake Superior Sanitary District as provided in the bidding documents. Said check and the amount thereof or the amount of the tenderer’s bond shall be forfeited as liquidated damages if the tenderer furnishing the same neglects or refuses to promptly execute the said tender or to enter into any contract or bond if this is required by WLSSD. The owner reserves the right to reject all offers, to waive any irregularity and to accept the offer deemed to be in the best interest of WLSSD. No tenderer may withdraw his tender after the deadline set for the receipt of tenders or before the award and performance of the contract, unless the award is delayed for a period of more than sixty-one (61) calendar days.
