SECTION 00 11 13 – ANNOUNCEMENT FOR BIDS TO BUILD OWNER: East Central Regional Water District (ECRWD) ADDRESS: 1401 7th Ave NE, Thompson, ND 58278-0287 Separate sealed bids for construction of ECRWD – Service to Climax; will be received at the office of Advanced Engineering and Environmental Services (AE2S), 4050 Garden View Drive, Suite 200, Grand Forks, ND, 58201, until 1:00 p.m. local time on May 10, 2022 where and when shortly afterwards, they will be opened publicly and read aloud. Base Tender No. 1 – Construction of 8 inch Transmission Pipeline – Connection of Reservoir 1 to Climax: Construction of rural water pipes including the supply and installation of the following approximate quantities: 100 feet of 2 inch DR 11 IPS polyethylene pipe, 200 feet of 6 inch DR 13.5 DIPS polyethylene pipe, 600 feet of pipe of 8-inch DR 13.5 DIPS polyethylene, the option of 44,800 feet of 8-inch SDR PVC 26 CL 160 IPS pipe OR 44,800 feet of 8-inch DR 17 IPS polyethylene pipe, 4,325 feet of polydirectional drilling 8-inch DR 13.5 IPS, 3,625 feet of 8-inch DR 11 IPS poly-directional drilling, two (2) 8-inch 45-degree poly elbows, four (4) 8-inch 90-degree poly elbows, one (1) 8 inch poly crown, two (2) 8 inch by 2 inch poly saddles, two (2) ties ins to the existing system, ten (10) gate valves ranging in size from 2 inch to 8 inch, one (1) 1 inch purge/air vent valve, one (1) prefabricated vault construction and all the fi associated facilities and accessories, restoration, flushing and testing, signaling, seeding and gravel. 2. Contract #3: Miscellaneous Materials and Labor: 1.Basic Bid #1 – Labor to Merge Pipe and Bore – Connection of Tank 1 to Climax: Construction of Water Mains contracts comprising the following works and quantities: fusion and stringing of 100 feet of 2 inch DR 11 IPS poly pipeline, 200 feet of 6 inch DR 13.5 DIPS poly pipeline, 600 feet of 8 inch DR 13.5 DIPS poly pipeline and 44,800 feet of 12 inch DR 17 IPS poly pipeline; fusion and installation of 4,325 feet of 12-inch DR 13.5 IPS poly bores and 3,625 feet of 12-inch DR 11 IPS poly bores. All materials will be provided through Contract #2. the following quantities; : fusion and installation of 100 feet of 2 inch DR 11 IPS poly pipeline, 200 feet of 6 inch DR 13.5 DIPS poly pipeline, 600 feet of 8 inch DR 13.5 DIPS poly pipeline, 44,800 feet of 12 inch DR 17 IPS poly pipeline, 4,325 feet of 12-inch DR 13.5 IPS poly bores and 3,625 feet of 12-inch DR 11 IPS poly bores; supply and install two (2) 12 inch 45 degree poly elbows, four (4) 12 inch 90 degree poly elbows, one (1) 8 inch poly tee, one (1) 8 inch inch by 2 poly saddle, one (1) 12 inch by 2 inch poly saddle, two (2) connections to existing system, ten (10) gate valves ranging in size from 2 inch to 12 inch, one ( 1 ) 2-inch flush/air vent valve, one (1) pre-engineered vault construction, and all related fittings and accessories, restoration, flushing and testing, signage, seeding and gravel. Only the HDPE pipeline will be supplied through Contract #2, all pipeline fittings, associated outbuildings, pre-engineered vault etc. will be provided in Contractor’s Contract #3. All bids must be contained in a sealed envelope clearly marked that this envelope contains a bid for the project. Also refer to section 00 21 13 for preparation of submission information. All bids must be prepared in accordance with the instructions to bidders contained in the project manual. Each bid must be accompanied by a separate envelope containing bid security in the form of a bidder’s bond executed by the bidder as principal and a surety company licensed to do business in the State of Dakota du Nord, payable to the East Central Regional Water District, in an amount equal to five percent (5%) of the total amount of the Offer. A certified check instead of a surety company in the amount of 5% of the total cost of the project will not be accepted. This is to serve as a guarantee that the successful bidder will enter into a contract within fifteen (15) days of notice of award, in accordance with the terms of the principal’s offer and the contractor’s bond, as required by law. and the regulations and determinations of the East Central Regional Water District for the performance of such Works. All work shall be performed in accordance with the tender documents filed in the East Central Regional Water District office in Thompson, ND, where they may be viewed and examined. Bidders must be licensed for the full amount of the bid as required by North Dakota Century Code 43-07-05. Each bid must contain a copy of the contractor’s license or renewal certificate issued by the Secretary of State. All tenders must be submitted on the tender form provided by the engineer. No tender will be read or considered unless it fully complies with the above provisions and other provisions contained in the tender documents, and any defective tender submitted will be returned to the tenderer unopened. Contracts will be awarded on the basis of the lowest bid submitted by a responsible and responsive bidder deemed most favorable to the Owner’s interests. All bids must be contained in a sealed envelope clearly marked that this envelope contains a bid for the project. In addition, the tenderer must place on the outside of this envelope the following information: 1. Name of the project and work covered by the tenderer (general). 2. The Bidder’s name. 3.
